Administrative Work

The Administrative Work department is responsible for promoting, developing, supporting, coordinating, providing services, and performing administrative tasks to ensure that the units under the Building Division can operate according to their main missions. The focus is on making all operations efficient, transparent, auditable, effective, and impactful. The department's duties and responsibilities are as follows:

1.1 Document Management

Responsible for the execution of the following:

  1. Handling all types of documents according to the regulations, procedures, announcements of the university, and relevant government laws. This includes organizing documents systematically, categorically, and ensuring they can be easily searched or verified without loss. The scope of operations includes internal letters, external letters, stamped documents, directives, announcements, and letters received as evidence. This involves managing everything from preparation, receipt, dispatch, storage, borrowing, to document destruction.
  2. Organizing various meetings of the Building Division according to meeting procedures. This includes preparation, scheduling, execution, summarizing results and reports, gathering meeting results for implementation, as well as monitoring and evaluating outcomes.
  3. Conducting ceremonies as assigned by the university, following the established procedures for various ceremonial events. This involves preparation, execution, evaluation, and summarizing and reporting results.
  4. Managing personnel matters of the Building Division according to defined procedures, including workforce planning, allocation, recruitment, appointments, transfers, promotions, record-keeping, monitoring attendance, controlling various leave registrations, and training and developing personnel. This also includes coordination with the personnel administration department regarding personnel management activities.
1.2 Financial and Accounting Management

Responsible for the execution of the following:

  1. Financial management, budget disbursement, and various non-budget expenditures according to the regulations, procedures, and announcements of the university. This includes operational expenses, compensation, supplies, materials and equipment, temporary wages, travel expenses for work, and various welfare expenditures.
  2. Account management, preparing reports, and recording daily expenses for data classification into ledgers, maintaining accounts, analyzing the financial status of the department, and managing finances to ensure expenditures align with the operational plan.
  3. Managing risks associated with the operations of the Building Division. This includes risk identification, analysis, verification, control, management, evaluation, systematically summarizing risk management reports, and reporting risk operations to the University of Phayao.
  4. Internal control, including preparation, planning, executing control operations, overseeing, monitoring, and evaluating the performance of various affiliated units, ensuring accurate and reliable financial data collection and reporting, while also adhering to relevant laws, regulations, and announcements of the university, focusing on efficiency, transparency, accountability, effectiveness, and results.
1.3 Procurement Management

Responsible for the execution of the following:

  1. All types of procurement, including purchasing, contracting, document management, recording, disbursing, borrowing supplies, verifying supplies, and controlling disposals in accordance with laws and the university's regulations, procedures, and announcements, focusing on efficiency, transparency, accountability, effectiveness, and results.
  2. Monitoring and overseeing the usage of materials and equipment classified according to the university’s regulations, ensuring compliance with laws and regulations in relevant aspects.
  3. Controlling and overseeing the borrowing, disbursement of materials, equipment, tools, machinery, vehicles, and preparing inventory records of all properties of the Building Division.
1.4 Planning and Budget Analysis

Responsible for the execution of the following:

  1. Strategic planning, operational plans, implementation of plans, monitoring, reporting performance results, and annual plan adjustments in line with the university’s policy and strategic development.
  2. Preparing the annual budget for the Building Division, controlling, verifying, monitoring, evaluating, adjusting, and reporting on budget expenditure related to the operations of the Building Division.
  3. Gathering operational performance data from various units, analyzing issues, obstacles, and recommendations for overall operations in each fiscal year.
  4. Compiling relevant statistical data related to operations from all units, systematically storing it for easy retrieval, convenience, and speed in preparing annual reports and providing information to various units within the University of Phayao.
1.5 Public Relations

Responsible for the execution of the following:

  1. Creating a positive image of the Building Division, focusing on making the public aware of its willingness and commitment to cooperate in carrying out its missions and assisting in various university activities.
  2. Disseminating creative information and news from the department to other university units, external agencies, the public, and the media to attract public interest in the department.
  3. Acting as a communication center within the Building Division and coordinating with the central public relations office to disseminate information and news from the department.
  4. Managing negative news related to the department to correct misunderstandings that occur regarding the department.
  5. Promoting and supporting various activities of the Building Division for public relations.
  6. Managing the website of the Building Division.
Safety Department

The Safety Department is responsible for supporting, developing, improving, and providing services related to security, building cleanliness, transportation services, and contractor management. The focus is on ensuring that all operations are cost-effective, transparent, auditable, efficient, and effective. The respo

2.1 Security and Traffic Management Mission
  1. Control, monitor, inspect, improve, and develop the security services for the university's buildings and assets, covering crime prevention and emergency response to ensure order and safety.
  2. Coordinate with various internal and external agencies related to security to foster cooperation, build networks, share knowledge, and integrate information for training and emergency drills.
  3. Control, monitor, inspect, improve, and develop the CCTV system and data recording systems of the university, systematically storing data for easy and quick retrieval to serve as evidence in security-related operations.
  4. Oversee and facilitate traffic management within Phayao University and manage parking for cars and motorcycles.
  5. Inspect, track, and resolve issues related to university assets damaged in traffic accidents.
  6. Provide statistical information on emergency incidents, other accidents, and traffic incidents within the university.
  7. Support university activities related to security.
2.2 Cleanliness Mission
  1. Control, monitor, inspect, and maintain cleanliness in buildings and associated equipment, including lecture halls, offices, dormitories, guesthouses, executive accommodation, and other facilities. This includes cleaning fixtures and equipment, internal lighting, floors, restrooms, doors, windows, walls, ceilings, roofs, and collecting garbage from buildings to designated disposal points.
  2. Arrange chairs and tables in classrooms and examination rooms as specified by the university, coordinating with the timetable unit in the Educational Services Department.
  3. Support university activities related to cleanliness.
2.3 Transportation Services Mission
  1. Control, supervise, and inspect the welfare transportation service for students, staff, and the public entering and exiting Phayao University to ensure convenience and safety for users.
  2. Control, supervise, and inspect the maintenance of all service vehicles to ensure they are in good condition, appropriate, clean, and meet relevant standards. Additionally, maintain cleanliness in the bus station and waiting areas within the university for the convenience of users.
  3. Inspect and manage the operation of university transportation during different time periods to ensure it meets daily needs and is sufficient for demand, focusing on service efficiency and effectiveness.
  4. Provide information on transportation services, routes, and bus stations for university operations.
  5. Support university activities related to transportation services.
2.4 Coordination for Building Usage Mission
  1. Handle requests for the use of areas, buildings, meeting rooms, and other spaces under the responsibility of the Building Management Department, following related regulations, announcements, conditions, and requirements.
  2. Control, supervise, and inspect requests for temporary or daily usage of spaces as per established announcements, and collect fees for space usage, coordinating with the finance department for payment.
  3. Control, supervise, inspect, and manage contracts, tracking outstanding debts and the return of security deposits from various operators under the responsibility of the Building Management Department, following related regulations, announcements, and contractual terms.
Garden and Landscape Department

The Garden and Landscape Department is responsible for supporting, developing, maintaining, repairing, improving, and providing services related to the gardens and landscapes of the University of Phayao. The focus is on ensuring that all operations are cost-effective, transparent, auditable, efficient, and effective. The responsibilities include:

4.1 Plant Propagation Mission
  1. Produce and propagate various plants, including flowering plants, foliage plants, large trees, perennials, and ornamental plants, to support the development and beautification of the university’s landscape.
  2. Conserve rare plant species and collect them for propagation.
  3. Control, maintain, improve, and develop the seedling nurseries.
  4. Produce compost and potting soil to support the development and maintenance of garden areas.
  5. Provide statistical data on the university's plant propagation activities as a whole.
4.2 Landscape Maintenance Mission
  1. Control, maintain, and enhance the university's landscape areas, which includes mowing grass, pruning trees, watering, tilling soil, and fertilizing.
  2. Clear debris and leaves along roadways and parking lots, dredge drainage ditches, and remove weeds.
4.3 Landscape Development Mission
  1. Plant gardens and develop the university’s landscape, which includes planting trees, flowering plants, foliage plants, perennials, and grass areas.
4.4 General Services Mission
  1. Control, maintain, and inspect the boundaries of the university’s premises.
  2. Provide various civil engineering services, such as dredging drainage ditches, weed removal, and tree trimming.
  3. Address and mitigate specific emergency situations and natural disasters that affect the university.
Utility and Maintenance Department

The Utility and Maintenance Department is responsible for supporting, developing, maintaining, repairing, improving, and providing services related to buildings, fixed assets, and utility systems. The focus is on ensuring that all operations are cost-effective, transparent, auditable, efficient, and effective. The responsibilities include:

3.1 Electrical Mission
  1. Control, maintain, inspect, repair, troubleshoot, and improve the electrical systems of the university.
  2. Control, maintain, inspect, repair, troubleshoot, and improve all communication telephone systems of the university.
  3. Provide statistical information regarding the electrical systems.
  4. Serve as a central point for coordination with other relevant departments.
  5. Monitor and track electricity usage and electricity costs of personnel.
3.2 Plumbing Mission
  1. Control, maintain, inspect, repair, troubleshoot, and improve the plumbing systems of the university.
  2. Provide statistical information regarding the plumbing systems.
  3. Coordinate with other relevant departments providing plumbing services.
  4. Monitor and track water usage and water costs for departments or operators.
3.3 Building Maintenance Mission
  1. Control, maintain, inspect, repair, troubleshoot, and improve the structures and buildings.
  2. Control, maintain, inspect, repair, and improve equipment within the buildings.
  3. Provide various information related to all buildings in the university.
  4. Inspect, track, coordinate, and control maintenance and repair work of construction projects.
  5. Supervise, inspect, coordinate, and monitor the insurance operations for buildings.
3.4 Road Maintenance Mission
  1. Control, maintain, inspect, repair, troubleshoot, and improve all roads of the university.
  2. Control, maintain, inspect, repair, and improve buildings and locations connected to the roads.
3.5 Mechanical System Maintenance Mission
  1. Control, maintain, inspect, repair, troubleshoot, and improve the mechanical systems in various buildings.
  2. Provide various information related to the mechanical systems of all buildings in the university.
3.6 Utilities Development Mission
  1. Inspect the condition of buildings, facilities, and utility systems, compile lists of damages, analyze problems, and develop improvements.
  2. Serve as a central point for coordination with other departments involved in the development of utilities.
Environmental Department

The Environmental Department is responsible for supporting, developing, maintaining, repairing, improving, and providing various environmental services within the university according to relevant standards. The focus is on ensuring that operations are cost-effective, transparent, auditable, efficient, and effective. The responsibilities include:

5.1 Support Mission for Green University Projects
  1. Promote and support the Green University projects according to the university's environmental strategic issues, acting as a central unit to coordinate with all departments to ensure participation in the project.
  2. Carry out collaborative activities related to the implementation of Green University projects for sustainability with universities that are members of the Sustainable University Network of Thailand.
  3. Develop an operational plan and implement it, controlling, supervising, monitoring, evaluating, improving, and developing by coordinating cooperation from all departments to participate in the operations, focusing on activities related to environmental policy to achieve effectiveness and sustainability.
  4. Provide and support annual operational data in the form of retrievable information for use in related departmental operations.
  5. Support the implementation of university activities in related areas.
5.2 Waste and Wastewater Management Mission
  1. Collect waste at designated waste collection points across buildings and locations and manage waste transportation to enter the university's comprehensive waste sorting and disposal process.
  2. Control operations, maintain, and oversee the machinery and facilities of the waste disposal plant at the University of Phayao.
  3. Provide statistical information related to waste management at the University of Phayao in a format that is always retrievable.
  4. Maintain cleanliness at waste collection points, including waste bins across various buildings, ensuring they are functional and sufficient for demand.
  5. Control, monitor, inspect, maintain, repair, and improve the wastewater treatment systems in various buildings, including septic tanks.
  6. Control, monitor, and maintain the quality of water sources and streams contaminated with wastewater from university buildings.
  7. Provide statistical information related to wastewater management across university buildings in a format that is always retrievable.
Design and Construction

The design and construction department of Phayao University is responsible for planning and implementing various construction projects to develop and improve the facilities within the university. The focus is on ensuring that operations are conducted to the highest quality standards and in accordance with established guidelines. The responsibilities include:

  1. Developing design and construction plans for buildings and other structures that align with the university’s policies and needs.
  2. Controlling and inspecting the construction process to ensure compliance with the approved design plans, as well as safety and quality standards.
  3. Coordinating with relevant departments, both internal and external to the university, in carrying out construction and design work.
  4. Providing consultation and advice on design and construction to various departments within the university.
  5. Monitoring and evaluating the implementation of construction projects to improve and enhance their efficiency.
  6. Managing the budget for construction and design projects to ensure effective spending.
  7. Preparing documents and reports related to design and construction to allow relevant departments to track and verify progress.
  8. Managing the bidding process and selecting construction contractors transparently, in compliance with applicable laws and regulations.
  9. Responsible for the maintenance and upkeep of structures to ensure they are ready for use and safe.
Central Procurement

The central procurement department is responsible for supporting the purchasing operations of the university according to the Public Procurement and Supplies Management Act B.E. 2560 (2017) and the Ministry of Finance’s regulations on procurement and supplies management B.E. 2560 (2017), along with other related regulations. The missions include:

  1. Procuring supplies, managing contracts, and administering supplies to support the university’s operations as assigned.
  2. Providing consultation, advice, and responses to inquiries and issues regarding procurement to departments/units.
  3. Collaborating or supporting the operations of other relevant departments.
  4. Presenting the procurement plan and monthly procurement reports of the departments/units for awareness.
  5. Creating inventory item codes in the Microsoft Dynamics AX 2009 system for departments/units.
  6. Providing advice on creating asset codes in the Microsoft Dynamics AX 2009 system for departments/units.
  7. Conducting annual inventory counts of supplies for departments/units.
  8. Sending copies of the annual inventory inspection reports of departments/units to the Provincial Audit Office.
  9. Updating asset registration information in the Intra asset management system for internal university departments in cases of asset transfer, changes in responsible personnel, and storage locations, etc.
  10. Updating supply units in the Microsoft Dynamics AX 2009 system in cases of asset transfers between departments within the university.
  11. Entering data related to the disposal of supplies in the Intra asset management system for assets removed from the university’s asset registry.
  12. Compiling annual disposal documents and submitting copies to the Provincial Audit Office.
